A service model is not a new label for a machine
Cloud computing supplies computing services such as compute, storage and networking over the internet with on-demand provisioning. Buying a new organization-owned server retains the physical procurement relationship. Moving that server to a different building changes location; installing a hypervisor changes implementation. Neither change alone establishes the stated provider service-delivery model. A case may describe private or hybrid arrangements as well, so avoid the stronger claim that every virtual machine is automatically a public-cloud service. Identify how capacity is supplied and requested before discussing which environment fits the workload. Cloud delivery does not automatically prove lower cost, adequate security or correct configuration.
Separate spending classification from a cost result
An up-front purchase of physical infrastructure is a capital expenditure. Ongoing payment for cloud resource consumption is an operating-expense relationship. Adjustable resource quantity can reduce the need to own all peak capacity in advance, but the adjustment still needs to occur. A quiet workload is not the same thing as a released allocation. The accounting classification does not calculate total cost; that requires workload, usage, allocation and prices. The foundation distinction therefore supports a disciplined question: what is being paid for, over which period, and which quantity can the team actually change? Do not infer particular reservation, spot or commitment savings from this general consumption explanation; those require separate current evidence.
Manageability and governance require actions
Cloud management interfaces, scripts and reviewed deployment templates can reduce repetitive manual work and help apply consistent resource settings. Repeatability makes a reviewed configuration easier to reproduce; it does not make an unreviewed configuration correct. Governance still requires standards and appropriate controls. A successful deployment demonstrates that resources were created according to some request, not that every security or regulatory obligation has been met. Compare an actual process change with a cosmetic one. Renaming VMs does not automate repeated configuration, and dropping a standard does not implement it. A useful answer names the repeated action, the approved input and the result that will be checked.
Data governance and external management are different
Microsoft Purview includes capabilities for data governance, including Data Map and Unified Catalog. A requirement to discover, understand and govern data assets is different from managing where a VM runs or granting a person a particular action. Do not assume that every connector supplies every metadata or lineage detail without checking its support. Azure Arc extends Azure management to supported resources outside Azure; its purpose is not to move all such workloads into Azure automatically. Azure Migrate, in contrast, addresses discovery, assessment and migration planning/execution for supported workloads that are intended to move. The location the case says will remain is a useful discriminator between managing in place and planning a move.
Worked example: a distributed research group
A fictional research group has a short investigation, data across several environments and supported servers that must remain in a local facility. For temporary computing capacity it evaluates on-demand provider services rather than buying all peak hardware first. Finance records the change in spending relationship but does not announce a saving without measurements. Operations reproduces reviewed resource settings with templates and automation. Data stewards investigate a catalog/governance capability for understanding data assets. Administrators investigate Arc for the supported servers that intentionally remain outside Azure. Each proposal closes a different stated gap. A deployment template does not supply a data catalog, and an external-resource management link does not automatically migrate a server.
Counterexample: change the required outcome
Now suppose the research group decides the local servers should move into Azure after discovery and assessment. The requirement has changed from ongoing management in place to a migration project, so Azure Migrate becomes relevant to that missing responsibility. Arc may still be useful in other management work, but its presence does not by itself prove that readiness was assessed or workloads moved. Likewise, suppose the group simply installs virtualization on purchased hardware: that does not turn the historical purchase into consumption billing. In both examples a familiar cloud-related tool is present, but the actual relationship or outcome controls the answer. Explain that missing outcome rather than rejecting an alternative merely because its name differs.
Transfer check and check basis
A fictional team proposes three changes: reviewed deployment templates for repeated environments, a data catalog for assets across supported sources, and an Azure management relationship for supported servers that will stay on premises. State the missing responsibility each change addresses. Then ask whether any of the three proves that every policy obligation is met or that the servers have migrated. Try your explanation first. The template addresses repeatable resource configuration; the catalog addresses data discovery/governance; Arc addresses supported external-resource management. None proves universal compliance or completed migration. As a final check, list the information you would need before claiming a lower total cloud bill. Usage, retained allocations, actual prices and the comparison period matter; a provider logo or operating-expense label is not a measurement.
Try it, then explain it.
Complete a short set without looking at the example. After each answer, explain which evidence or rule supports your decision and why the alternatives do not fit.
